Water tank

I have a 2019 36u
I cannot get the freshwater tank to fill I have checked the settings on the valves they are correct still will not fill
I have a hose going into the White city water inlet if I switch the valves to city water all faucets work if I switch to dry camping there is no water in the holding tanks
can anybody help
