Loose holding tank straps

There are 2 metal straps, (apparently "safety"?) that look like they would support the grey water tank if it for some reason fell out of position. There is probably 1" of slack in it.
Does anyone know if these should be tight around the tank?

They are all like that. I have never been convinced they are safety straps. I think they might be used during the assembly process.

I think they are only to assist in assembly. They hold the tanks in place while they are bolted around the edge I think.

If you fill the tank completely the tank will expand and those straps should be tight. They're there to support the tank when it's full.
