Years ago, I worked for a company that did work with explosives, platform and well removal offshore. Driving to our loadout site, placards on the truck declaring EXPLOSIVES A , and still morons would brake check, pull out directly in front, etc. This was before cell phones were in widespread use. People just don't pay attention, and their time is always more valuable than yours.
