There is nothing to adjust. It might be blocked. Just change the valve and be done with it. Amazon is your friend.

I too got the initiation once. I placed a Camco gate valve on the end of the pipe so I could remove the cap without issue till it was fixed. I was under warranty so had the dealer replace it. We split the cost as they said it had blockage. I still kept the camco valve on there after just in case. The worst part was the mess I left at the dump station. Did my best to hose it down, but only so much you can do.

Could be tissue stuck in the wiper seal. New valve is the best way to solve the problem since you have to take it apart either way.

Since you didn't put in your make and model rv I am not sure if this will help. On mine you can reach a few inches up the pipe and see the knife valve. I can easily spray a strong stream of water into the slot the valve blade goes into. If you have some crud in the rubber seal area and it can't close this could (might?) clean it out. Maybe even a gentle scrape with a wire if you can reach it. Beyond that , replace it. $15 and watch a few youtubes to figure out how to do it (after you empty the tank, LOL).

We had a similar problem. The black water gate valve leaked on the upstream side of the valve, to the point the chloroplast bulged about 2 inches. Poor install at Jayco. Fortunately warranty and the underbelly didn't drop at a campground.
