This is normal at low flow settings. If you open the faucet all the way the pulsing should stop.
On-demand pumps build pressure and then shut off. At low flow rates the pump builds up its pressure then briefly shuts off, senses the reduction in pressure, and then starts back up. That is why it pulses. It is trying to maintain pressure as it feed water.
