Check the valves on the hot water heater There should be 3 valves Cold water in, Hot water out and a by-pass valve make sure the hot and cold are open and the by-pass is closed.

Also check that the outside and inside shower cold and hot water valves are closed. If they are open and the showerhead shut-off is closed, this could cause this to happen.

If you are getting hot water from the cold tap and the bypass is correct I would suspect the plumbing got reversed at the factory

I was getting some hot water coming out of the cold water tap and found out that it was because of the water that was in the hose outside was getting cooked all day by the sun. Let it run through the system and the cold water was right behind it.

I had an unusual, to me, hot water problem. I filled the water tank and drove all day, a hot day. That evening using just the cold water to take a shower I could barely stand the heat. I am told the water in the tank will get very hot under these circumstances.
