Here is a link to the
Jayco Owners Manual for your 2003 Jayco Kiwi if you do not have one.
Since you have no problems when the TT is on 110VAC and or the TV is connected to the TT, the one place you may want to look is where the cable from the TV connection is tied into the TT wiring. Follow the cable back from the connector and you will probably find a 4x4 electrical box mounted on the frame near the battery. Disconnect Shore-Power and the TV. Open the 4x4 box, should only have a blank cover plate, and trace the wire from the TV connection cable, it should be connected to the cable from the TT's battery charge controller and the TT's battery. It sounds like the that 3 way connection is either loose or the battery cable is not connected to it. Make sure all 3 are in the wire nut and making a good connection.
To test it, disconnect all three wires in the 4x4 box (isolate each from any ground):
1. With your Volt meter, check for the TT's battery voltage at the end of the cable at the box, trace the cable back to the battery to make sure you have the correct one. If you do not have 12VDC, the 30 amp fuse assembly by the battery box (should be one there) is bad, corroded or the fuse is bad.
2. Plug in shore power, you should have 12VDC at the cable end in the 4x4 box from the wire that goes back to the battery charge controller.
3. Odds are you will have voltage on the cable from the TV.
Also, check to see if you have a reading on your volt meter if you go from the POSITIVE terminal of the TT battery to the TT's frame ground connection.
There were so many wires in my 4x4 electrical box, I added a box extension to give me a little more room, also labeled all the wires incase I had to go into it again.
Good Luck
