help identifying

We saw this at the dump station island at Scenic State Park in Minnesota and have no idea what it is for. It was half way between the dump hole and fresh water fill. Approx. 42 inches high with the lower arms about 20 inches off the ground. The chains are looped around the arms and are moveable but not removable.
Any clue?

Maybe to drape the dump hose over to rinse out? Just a thought.

Looks like a vent/ access to pump out a septic tank system that may not being used any more. High off the ground to clear high snow.

I called the camp office and it was for trash cans and lids on the chains. That's a lot of fittings and soon to be removed.
