7.5a fuse for gas water heater keeps blowing

2018 Precept 31UL the 7.5a fuse to the gas water heater keeps blowing even with the the heater turned off at the heater and the panel. Just to try to put in a new fuse with both turned off, blows the fuse. Any ideas?

Disconnect the 12 volt wire at the water heater and put in a new fuse. If the fuse blows then you have a shorted (I hate using that term) wire feeding the water heater. Possibly the wire insulation has been cut through at some point and is contacting metal.

If the fuse doesn't blow with the wire disconnected then the problem is internal to the water heater. You might be able to download a manual for the unit that may have a troubleshooting chart. Could be a board failure or something else.

I've got another idea. That fuse feeds the water heater and the driver's side slideout lights. I just had two recliners on that side re-upholstered and replaced and I'll bet they pinched a wire when they replaced the seats.

My 7.5 amp fuse blew last week. It also protects the amplified roof antenna. The bottom screw in the wall plate was too long and was screwed into the coax cable. Lucked out on that one!
