50 to 30 amp dog-bone connector

How is a 50 to 30 amp dog-bone style adapter constructed?

We're using the adapter now and our Power Management System (new to us) is showing 30 amps available - which is what it should be.

... made we wonder if both hot wires in the 50 amp circuit go the same connection on the 30 amp outlet, or if one of them goes to a dummy connection.

50 to 30 just wires them together. I have made up a 50 to 15 amp for at home.

Depends on which adapter you are using! Are you trying to adapt a 50 amp trailer to a 30 amp outlet or are you trying to plug your 30 amp trailer into a 50 amp outlet?

If your trailer is 30 amps, then the adapter only uses one of the 50 amp "hot" legs of the plug. If your trailer is 50 amps, the adapter will use a jumper to connect to both "hot" legs.
