Grabbing trailer brakes low speed

New Jayco Octane 161 towed with 2017 Touareg using Curt Echo brake controller. Braking at speed is fine. Low speed braking, especially after brakes warmed up, is really grabby. It’s like they are all the way on or all the way off without any modulation when I feather the brakes on the TV (stop and go traffic). I’ve tried with the power and sensitivity turned all the way down on the Echo. Should I be chasing issues with brake controller or could it be with the actual brakes on the Octane?

It is pretty normal in stop and go and all you can do is fine tune as much as possible. That this not happen at greater speeds is the speed of the forward force of the TT.

I ran into the same thing, wondering is there something wrong, or do I have the brakes dialed to strong. My fix is I use the manual control on the controller to ease into apply brakes on the trailer. Seems that when I push the pedal lightly it applies the full brake on trailer. Try using the manual control and feather it to find the right spot.
