How to reduce electric brake surge?

I tow a 2012 X213 with an 07 Silverado using a Tekonsha brake controller. With the brake controller set properly, the brakes on the trailer activate on and off under light braking cause the truck and trailer to surge when coming to a stop. I realize it's the truck causing this by sending a pulsed signal because my brake lights flash at the same rate. How do you prevent this? I'm hoping there's a way to tap into the brake switch so that I get a constant signal when the brake pedal is pressed.

Do you have a Time Delay Brake Or a Proportional Brake Controller? I have a Tekonsha proportional brake controller and there is no surge.
BTW: IMO a proportional brake controller provides far better braking.

Which tekonsha model do you have? Sounds like you either have the cheapest one, or it's adjusted wrong, or both.

Why are your brake lights flashing when pressing the brake pedal? My thought is you need to press the pedal just a touch more and if the TT brakes are grabbing too much, back the controller down a touch.
