My 17 Northpoint is the same.
Reason is they really don't have any other way to put it. If you were to put the sanicon valve to pull out toward you there is not enough clearance. The end valve is in the way and you can't flip the end valve to pull to the left because the leveling jack is in the way. I suppose they could have glued a small section on the sweeping Y to extend the sanicon a little farther back and that would give enough room to put the sanicon valve pulling out toward you. But, then it's getting awfully close to the front tire AND with the amount of fall the pipe has it would probably hang too low. It's pretty low now, at least on mine.
And to answer the other question, yes you can dump the tanks without using the sanicon. FWIW, I've never used mine. It's been winterized for 3 years.
