Black Tank Rinse

Is there a trick to using this? Hooked the gray hose up to the black cap and charge the hose. The hose has pressure but no water flowing past the cap into the tank. Yes Tank valve was open and greys shut.
Is there a configuration the knobs have to be in?

Just a guess here but, it would seem that the Black hose connection, should flush the black tank. You have your hose connected to the city water/fresh water tank fill.

And don't use the same hose for your black flush that you use to fill your fresh water tank.

Yea ty I am aware of how to hook up the city water and I do not use the white hose for the black tank I have a black hose for that.
