Most travel trailers (including our '18 Eagle) have the flooring attached to metal cross members (and outriggers) that are welded to the frame.
Look underneath the flooring where the outside steps by the main entry door are mounted to the frame. You should be able to see the metal outriggers that are welded to the frame. The flooring is attached to the outriggers and also sits on top of the main frame rail. The flooring on our Eagle is plywood (5/8"?).
This is also true for most 5th wheels except for the area that rises up to meet the pin assembly (to include the basement area). A support structure made of various combinations of aluminum, wood, or metal, are used underneath flooring in these area.
