Jay Flight Charging Center Not Working Correctly
I have a 2016 28BHBE. Neither of the USB ports are getting power and the lighter socket port is getting intermittent power, pulsing on and off.
Checked fuses, no other electrical issues in the trailer.
Any ideas?

Welcome to the forum.
When was the last time things were working normally?
Sounds like a 12v issue. Are your fans and ceiling lights working?. Have you checked your battery voltage? Are you plugged into 'shore' power?

I just bought it.
Plugged into shore power, all lights are working, all 120 power plugs are working, frig, overhead lights, the thing is mint except this charging center isn't working right, it's missing the faucet in the kitchen and the knobs and assemblies from in the shower.

Yes, of course there was. This is not my first RV or travel trailer. I got a really good deal on it so fixing a few faucets and some USB ports is not that big of a deal.
Everything else is working 100%

It helps knowing that you are familiar with RVs.
It still seems likely to me that it's a 12v issue. I'd start with checking the voltage at the battery to know the converter/charger output.
You also may need to have the battery condition checked somewhere. The previous owner may not have kept it charged properly.

Welcome to the forum.
I would look at the charging center's local power to verify that it's there and solid. I'd also suspect that it's the center itself. These are kinda flimsy/junky. You might need a new one. The dealer should provide this under warranty.
Best of luck!

Pop the cover off the charge center then remove the mounting screws and pull the unit out. You will see the charge center is connected to the main wire with the squeeze on tap connectors. I think the wire gauge coming from the USB was too small for the taps to make contact. They aren't making good connections to the main wires. Make a good splice there and you should be back into business. I replaced the USB port with one that includes a volt meter between the sockets. It works much better now.

The USB port on my 2018 Jay Flight worked for all of about a week or two then quit. They are very easy and cheap to replace and there are tons of styles and charging capacities to choose from. This is not the one I bought, but if I did it all over again I'd pick something like this. It has 2 ports and tells you the actual voltage. I didn't go with this one originally because I was worried the light from it might be super bright next to my bed when I was trying to sleep.
