Loose grab handle

I just brought home a 23RBM and the upper part of the grab handle is loose and wobbly. I'm assuming that there is/are nut(s) behind this cap that need to be tightened.

Does anyone have a clue on how to pop the cover cap off and how to tighten the grab handle? TIA!
