Stupid light switch question

I just bought a 2015 Jayco Pinnacle 36RSQS and have figure out the light switches except for the step light. It is constantly ON. There is a double pivot switch in the panel there is "step light" lower part and "awning light" upper part. The awning light works fine but when I push the lower part of the switch-step light, nothing happens. Any ideas? Thanks!

Could it be on a photocell or motion activated switch?

If that was my problem, I'd pull my multimeter out and check the switch for a continuity problem. May just be a bad one from use.
