Water leak at fitting

I have a leak that appears to be a loose clamp on the cold water valve of the basin. I raw the 2011 thread about pex clamps and worm clamps and fittings, but it doesn’t talk about removing the old clamp. How about sidecutters?

It’s a tight spot. Any suggestions for a clamp tool?

I got mine at Lowes. Here is a thread. A small file will cut the crimp ring.
