If you are not blowing fuses that idea is pretty slim. I will stick with the converter is bad. Pull ALL the fuses except one that will go to a light circuit and see how that acts.

Reviewing your Owners Manual - your symptoms are high 12V amp draw. Since you have no battery, plugged into shore power, and not blowing fuses....It's probably a bad converter or the break-away trailer switch is pulled.

Some states require break-away switches on trailers as light as 1,500# - do you know if you have a trailer break-away switch?

I notice in the manual for your converter that there is supposed to be a cooling fan that operates when internal heat rises. Do you hear a fan running?
I have also read that certain converters REQUIRE a battery in the circuit to run.
Check the ground at the AC 120 volt supply connection on the converter.

Make sure that the missing battery connections are not shorting.

Without a battery your converter is trying to charge the world. Even though it's not written as specific to the need of a battery as it should be it's implying it's importance by talking about sharing the power between charging and demand........I think you need a battery in that system but I could be wrong.

Also: If you don't have a battery is it possible you have the leads shorted out to each other or the frame?

The ELIXIR converter in question does not require a battery to be connected.

From the manual:
1. Stable DC Power
Your converter provides stable DC power to operate the 12 volt DC lights
and motor in your RV whether a battery is installed or not.

Most late model converters do not require a battery.
