Onàn generator doesn't start

I have a jayco Melbourne 29d with a onan 4k genset generator.. when I push the starter button the solenoid makes a click, click sound but doesn't start. I have been told that it needs to be replaced but also that it is probably the starter motor. How can I confirm which is at fault and what should I do?

It could also be weak batteries but here is a place to start and will a further Google search you can get an entire trouble shooting process.
