I've seen that happen twice. Once on a friends TT, it was one of the pigtails, and once on our own, It turned out to be a combination of cold temperatures, and the tank being about 2/3rds empty. Also brand new pigtails were on ours at the time, but hasn't 'buzzed' since I had the tank filled.
