In Florida, fuse panels have been outlawed. They require replacement in order to be sold or purchased.

I notice in Lowes there are screw in fuses that are circuit breakers with reset button where clear glass use to be.

I second that. Fuse boxes are fine, as long as they are not overloaded.
Note: Tucking Honest Abe (a US penny) in behind a blown fuse is never a good solution to a blown fuse.

There are some lending institutions that will not grant a mortgage on a home with a fuse box. Also, some insurers will not insure a home with a fuse box. Of course, if these entities do not require a pre-purchase home inspection, the fuse box will go undiscovered. Just hope and pray the house doesn't have an insurable event which would lead the investigator to "discover" you had a device the company deems uninsurable.

There is nothing scary about them. They are required by code in some places for different reasons. They are called lock on tabs. Used for safety lighting or emergency circuits such as sump pumps, telephone circuits. They do not prevent the breaker from tripping! They do make you remove them to reset the breaker then you must put them back on. Each breaker manufacturer has a set that fits their breakers.

I once had an electrician who worked for me that would only respond to the plant paging system if he was paged as "Ready Kilowatt". I guess it takes all kinds!
