Tank heater fan stays on

I have a Jayco Redhawk 22c and a fan in the area of the breaker box stays on all the time. It appears to be connected to the tank heaters but stays on even when the tank heater is off. Anyone else had this issue or suggest fixes?
Thank you.

That's the cooling fan for the converter. It will run if the load on the converter is high enough to generate internal heat.

X2, some times the fan fails on high speed and it is a bit annoying. If it is always on high speed, even with everything basically off (minimal 12v load). Then fan assembly will need replacing.
