The ones I saw on the lot had covers over the backs and the backs butted together with a strap around them.

Could old school it. Screw straps to the floor and strap each chair individually. That's how they did it back in the day.

I turn one sideways and strap the two chairs together, with cushions between the wall and chair. We chose the option of a dinette, so we also put a cushion between the second chair and the back of the dinette. The chairs still move a little (especially on the 1-5 and 1-99 in California), but not as much.

Ours have d-rings on the floor in between the chairs. The chairs go back to back with the covers over the backs and the arms nearest the wall. One strap goes over each chair and to the floor kind of at an angle to pull the chair backs against each other. When they are strapped they are very stable and secure.
