Please explain why ! Is this how your state does non-commercial vehicles ?
Local DOT don't separate commercial and personal use towing when it comes to vehicle registration. They're telling me that the combined weight is what should be reported for registration. Because of the truck GVW alone, I have to sign a declaration of personal use to avoid CVOR rules.
I can increase my registered weight for those months that I'm towing (about 23,000lbs) and revert back to just the truck GVW (11,500lbs) when not towing. This is all to follow the letter of the highway traffic act in Ontario Canada.
All that being said, I don't know anyone who does this and have never seen a RV pulled over to be weighed. I have heard of it happening but don't know the outcome.

Up until the beginning of 2019, PA required the tow vehicle to be registered for the combination weight when towing an RV if the trailer was over 10K GVWR.
They changed this legislation for this year and now it is no longer required for pulling an RV. However, the combination plate requirement still exists for non RV trailers over 10K GVWR.
It is best to consult your local DMV or DOT for information for your individual state. It does very from state to state.

I dived into this a couple years ago. The verbiage used in the documents was as chaotic as they could possibly make it. If you do the registration for the gross weight of truck plus trailer pin weight you should be covered. I called Windsor office of department of transportation and spoke with an enforcement officer. She pointed me to the Queen's printer document. I read it multiple times.
It had paragraph after paragraph for commercial use. One line stating that for personal use...... None of the above applied.
So that little clause you signed for personal use only excludes you from a long list of commercial requirements.
So for our F250 truck I have it registered for truck gross weight plus pin weight of trailer. NOT gross weight of truck plus gross weight of trailer as some license offices say you need. It is a very confused subject in Ontario.
If I ever get confronted I will request they show me the relative document.

The local DMV tried to also get me on total GVWR when transferring from Arizona and first registrating my combo TV and 5r in Illinois.
When the total weight was tallied I was asked from my class c license? I told them I'm not commercial and it took them to call the state capitol in Springfield to figure it out.
