We don't have a Seneca, and you didn't say exactly what the wear is, (even, uneven, grooves) but I'll toss out some possible issues related to disc brakes in general.
Dirty, dry, or corroded caliper sliders. Frozen caliper piston(s). Weak seals, that actually do retract the piston(s) back into the caliper. Inner lining of the brake hose collapsed, not allowing fluid to release the piston, although I haven't seen this happen since '76 Mopar's and AMC's
