Cleaning and caulking advice...

Noticed that while my Seneca hasn't been fueled often, whoever did it before wasn't very clean and so I was wondering if Dawn with warm water will clean this and if it will great, but the caulking looks like it's a bit damaged from the diesel fuel so I was wondering how you'd fix that understanding I should stay away from silicone. Or do you guys see this as a warranty thing and I should add it to the shakedown list?
