Jayco (and most rv's) uses a thermofused melamine for counters, tables etc. The difference between standard Formica (or other brands) is standard laminate is made up of sheets of resin impregnated paper with the top layer being the decorative one, which are placed in a press and under heat and pressure fused into a sheet of laminate. A thermofused panel just takes the top layer, the decorative paper and thermally fuses or melts it into the board. On both there is a top layer of melamine which is clear. Depending on what plate the press has on it, will give you different textures in the finished product.
Thermofused melamine is good, but doesn't have the impact resistance that standard laminate has, but, it doesn't delaminate. It appears I this picture the laminate and PB substrate has worn away and the PB has broken off.
Not really a way to "fix" the melamine. A stain pen may mask the area not making it so apparent, and yes some sort of finish on top would also add some water resistance. It's just wear and tear on that area. On most tops you will find a thicker pvc edging with sticks just past the surface, this gives the edge some impact resistance.
