Water heater wires cut?

Hello all. New to this site. I just bought a 2013 White Hawk 28DSBH. The water heater works off of the propane but wasn’t working off the electric. Did all the typical troubleshooting and come to find out that both black wires on the solenoid were cut. Yes, cut because the common black was taped up. I wired it back up and it still doesn’t work so I’m guessing bad solenoid. My concern is why would someone cut these? Is there some issue with these that may cause other problems? Any ideas would be appreciated. Thanks Tim.

It's only a guess but maybe they burned out the heating element and never replaced it. They cut the wires in case someone turned on the switch???

I guess that could be. Just seems a little extreme.
