Pretty hard to tell since these rates run at different rates in different areas. Rates where you are at will not be rates in Phoenix. My total setup, with me doing some of the install ran under 4K. And that was equipment and all.

If you're saying they want $7000 to set you up, I'd say you're giving them about $3000 in labor. Up to you if you think that's a good deal. If you're mechanically inclined at all, you could do it yourself because it's not really hard work, just something you have to methodically tackle step by step. If you have no inclination to do this yourself, then I'd at least get a couple quotes.

If your local Jayco dealer is CW, do yourself a favor and get other quotes.

Had our install for a Jeep Wrangler done back in November for $5600 with a BlueOx Avail (10k) and a Demco Stay n Play Duo brake system with all the wiring and cabling done.

I’d have to agree with what others have said. 3 to 4k seems like the going rate installed. I paid 3k for a place here in AZ to install the air force one and all required bells and whistles to my Jeep and Accolade. I already owned the 10k blue ox but at the time it was $700 on Amazon. So total about 4k

Locals here in Michigan wanted $6k to install mine on a F150, Roadmaster 8K with Roadmaster brake master air over air, labor portion was a little over $3k on the estimates. I ordered everything from E-Trailer and over two weekends installed it myself, (towbar mounts, charge line, brake relay kit, taillight wiring kit, air brake kit) took about 16 hours for me to do it as I had never done this installation before. Still have to run the airline on the coach to the rear from the brake system and all will be done. Figured for $3k plus Ill pay myself, and I am by no means a mechanical wizard. Figure when I install on my bronco it will take 1/3rd the time now that I understand the process.

Find a local mechanic. Probably do it for a lot less than a dealer

Just got my first quote to install toad on my coach. But fell off the chair when I saw $4900 (Albuquerque) but guess that's not too bad. Waiting for next quotes to come in.

I forgot to mention I don’t have a baseplate I’m using the off road bumper I put on the Jeep so I didn’t have to have a baseplate. Not sure how much those are if they are included

BLueOx Towing

Here in Knoxville it cost me 4.2k to set up my Jeep Gladiator to tow behind my motor home. Brake controller, breakaway set up, light wiring hitch and arms & safety cables. Took about 3.5 hours to do the install.

3.5 hours? That must be some sort of record time for any install of that nature.

I just got my set up completed two weeks ago here in Ontario, Canada. Dealer charged 95.00 per hour to install baseplate, taillight wiring, brake away wire, battery charge line and also installed an electronic battery disconnect switch which is necessary for my 2022 Ford Edge ST.
I was able to purchase the Patriot 3 brake, the tow bar, the umbilical cord, the drop down receiver, and the tow bar cover off Amazon cheaper than the dealers prices. It saved over $700.00.
Everything included, the total cost to me was 6K. (Canadian dollars)
14.5 hours labour to install everything. I watched a you tube video to install on a Ford Edge. This work is not for the faint of heart. I consider myself handy but this was out of my league.
