I can describe my 2014 and I strongly suspect yours is the same. I had my wet bay all apart to add my SeeLevel monitoring system so I was able to trace all the plumbing.
The filter is in-line with the water fill connection on the panel. Everything that goes in through your panel hose connection gets filtered whether you are sending it to the freshwater tank (for later use) or if set to City Fixtures to use it directly. When you have it set to use your onboard water pump and your freshwater tank it
does not go back through the filter. One time only when you filled the tank, whether it be from a pressurized source or you used "Country fill" to have the pump draw it in.
I have considered installing disposable "point of use" filters on my kitchen cold water line and icemaker line to better filter those souces we sometimes drink from. I know lots of folks never drink from their tank; we have on all 3 motorhomes we have owned. I sanitize the system myself and have never had an issue. But a little more filtration can't hurt, especially if the water has set in the tank for a bit when dry camping.
